How daylight saving time works in Europe
Under EU Directive 2000/84/EC, summer time runs from 01:00 UTC on the last Sunday of March to 01:00 UTC on the last Sunday of October, so every member state changes at the same instant. The United Kingdom, Switzerland and Norway follow the same calendar. In practice that means 2:00 a.m. becomes 3:00 a.m. in Paris, Berlin or Rome, 1:00 a.m. becomes 2:00 a.m. in London, Lisbon and Dublin, and 3:00 a.m. becomes 4:00 a.m. in Athens and Helsinki. Who does not change the clock in Europe
Russia (including Moscow), Belarus, Turkey and Iceland keep the same clock all year, and so do Georgia, Armenia and Azerbaijan. Russia abolished its clock changes in 2011 and 2014 and Turkey moved to permanent UTC+3 in 2016. What if Europe ends clock changes?
As of October 2026, clocks still change twice a year in the European Union. In 2018 the European Commission proposed ending seasonal changes, and the European Parliament voted in favor in March 2019, but the Council of the EU never reached the agreement needed, so no new directive has been adopted. Each country would pick permanent summer or winter time, which would also change the gap to Brazil for good.
