How day-of-year and week numbers work
The day of the year simply counts days from January 1 (day 1) to December 31 (day 365, or 366 in a leap year). Leap years add February 29 and occur every four years, except century years not divisible by 400 (2100 is not a leap year; 2000 was). Week numbers follow ISO 8601: weeks start on Monday, and week 1 is the one containing the year's first Thursday, so the last days of December can belong to week 1 of the next year, and early January to week 52 or 53 of the previous one. The United States and some other countries instead number from the week containing January 1, which is why a week count can differ by one between systems. Why the date depends on the time zone
The date is not the same everywhere at the same instant.
